Administration dated at Foochow November 11th 1938 and
addressed Douglas Agent is as follows:
Begins.
"On arrival of steamer at Sharp Peak or
San Tuao with salt will send several men to supervise
discharging for usual stay on board of two or three days.
As Sharp Peak or San Tuao lie beyond province
defence line an incident may be created by Japanese at any
moment. Should such incident occur it may be difficult

to remain on board for a chance to land with safety.

6. Words underlined in para 5 avove were also
underlined in photographs of original letters and Admiral
Nomura insisted that it was reasonable to infer that is was
the intention to hide the Chinese in the event of interference
by Japanese navy.
I explained that no such intention was implied
and that these guards were always used even in time of
peace and that provision of food and quarters in any
emergency such as bad weather was an entirely normal
procedure.

Admiral Nomura said he would pass my letter on to
Admiral Oikawa.
9. Regarding para. 4 suggest Cdre. Hong Kong inform
Douglas Line concerning ships mentioned as it would
appear that Japanese will pay special attention to them.
